Instead, we guide you in establishing official partnerships, such as Joint Powers Authorities (JPAs), to create a single, lasting, cohesive safety framework that protects young riders and restores peace to your streets.

  • Agenda Architecture: She constructs comprehensive agendas for both plenary summits and specialized “pull-out” sessions. Additionally, she provides all necessary marketing materials, communication templates, and stakeholder outreach flyers to ensure event success.
  • Subject Matter Expert (SME): She provides technical and behavioral expertise on a broad range of e-bike safety topics, including why the legal/technical distinctions between e-bikes and e-motos are important to consider … yet are not the whole story. Her insights move beyond basic “rules of the road” to address the underlying drivers of community risk. Notably, she clarifies comprehensive, evidence-based strategies that support behavioral change more effectively than currently popular punitive measures.
  • SME Network Provider: Black curates and manages high-level speakers from her extensive network of e-bike safety, legal, insurance, business, and cycling experts, ensuring that every session is led by a veteran professional providing advisory tailored to local agencies’ specific needs.

Beth Black: Your Secret to Success

Beth Black brings a uniquely qualified blend of behavioral science expertise, industry credibility, and regional safety leadership that is exceptionally well-suited to convene and guide a multi-stakeholder e-bike safety summit.

A UC Irvine-trained social ecologist, credentialed educator, and nationally recognized e-bike safety advocate, Black combines deep knowledge of adolescent behavior and community dynamics with six years of hands-on experience co-owning and operating a nationally recognized e-bike dealership. This rare combination allows her to bridge the gap between policymakers, educators, law enforcement, healthcare professionals, parents, retailers, and riders—particularly teens, who are central to the current safety challenge.

Unlike advocates tied to manufacturers or commercial interests, Black provides objective, safety-first guidance grounded in data, risk reduction, and practical implementation. Her expertise includes educating communities on the critical distinctions between legal e-bikes and high-powered illegal e-motos, current market realities, rider behavior, and effective youth-centered communication strategies.

Black also brings immediate access to a national network of safety and injury-prevention professionals through her leadership roles with the Bellemont Project and the American Bicycling Education Association (ABEA) as well as her membership in the American Trauma Society. She is the author of the Amazon bestselling book, The Caring Parent’s E-Bike Survival Guide, Second Edition.

Most importantly, Black is not simply a presenter — she is a strategic facilitator capable of helping jurisdictions move from fragmented conversations to coordinated regional action.
